Boogie Meeting Minutes -- June 13, 2009 -- Lawrence County Recreation Park, Springville, IN

Executive Director Jay Jackson called the meeting to order at 12:05pm. Everyone rose for the Pledge of Allegiance. Those present were: Jay Jackson-Executive Director, Edie Seiler-State Office, Tina McCormack-State Office, Teresa Bodle-Region 00, Lisa Gordon, Bill Kopriva, and Wayne Kopec-Region 01, Dave Frost-Region 02, Scotty Barker and Brian Quackenbush-Region 03, Joe Adams-Region 05, Bob Stoner and Joan Heshelman-Region 06, Kenny Harris-Region 07, Mo Kintner-Region 09, Chuck Powell-Region 11, Dave Hawkins-Region 12, Mike Seiler-InMPAC, Rick Thompson, Ron Graig-A&A Quick Pump, Debbie Archer-ABATE Products, Herb Archer-ABATE Vendor, Bruce Proctor-Electrician, Mike Strode and Jamie Stowe-ABATE Vendor, and Gus Beers. (Jan Johns and Lenny Stancombe arrived later.)

ITEM 1: (Motion 1)

Tina reviewed the dashboard for April 2009 and highlighted areas of the March and April 2009 financials. Discussion followed.

Tina, Gary and Gino attended a non-profit seminar that addressed several issues concerning finances for non-profits.

State Treasurer Richard Murdock attended a safety course in Evansville.

Jay stated that the state office has had some computer hardware issues. Marc had a hard drive failure that lost a lot of his graphics. The membership files were fine. Cyndii sent a letter requesting that directors know that she has lost most of the Boogie files and state charity files. Directors will need to let her know how many rockers and patches they need as well as any and all information for the upcoming State Charity Ride flyers. If you have a copy of the flyer from last year please send her one. Please let her know as soon as possible if you need Boogie flyers, signs, sign-in sheets etc. She will need the full details of what you need. Boogie Crew shirts: please let Cyndii know if you were not able to get the sizes you needed last year so she can be sure and order those. Any changes to the Boogie map need to be given to Cyndii.

ITEM 2: Gary Williams is attending his son’s wedding. He sent notes pertaining to LCRP and Bingo. The number of riders and campers has increased at LCRP. People have been coming from Missouri, Illinois and Michigan. Power was recently installed in the two waterless toilets and the handicap shelter. Routine maintenance is being conducted on the John Deere tractor and the Kubota. The Women’s Memorial was erected this past weekend. Discussion followed. There is an active off-road group that has adopted LCRP as their home. The Indy Riders have actively done mapping and maintenance on the single track trails. They held a group ride last month with about 60 riders showing up. Gary Williams and Rick Toy have completed the GPS coordinates for the trails. They are trying to turn GPS data into maps. Park will close on July 11th and reopen on July 23rd.

ITEM 3: Bingo numbers dipped with the turn of the weather but they seem to be on the rebound. One of our competitors went out of business. Maintenance has slowed. We are looking at getting bids for either repairs or removal of the cupola. Discussion followed.

ITEM 4: Ad Com was not able to meet today as members had other obligations. Jay stated that if receipts are collected and officers follow the rules these issues should be avoided. Discussion followed.

Joe asked if Cyndii is overwhelmed with orders and if she is going to be able to keep up with orders. Discussion followed. Jay, Gary and Marc are working with Cyndii to find ways to be more efficient.

ITEM 5: Jay stated that the Indiana General Assembly special session is underway. June 30th is the deadline for the budget. Mike Meyer was at the State House on Thursday watching and speaking with the legislators. Jay will be there next week. Jay also spoke with Terry Goodin at the Jackson County Safety and Awareness Rally. There is a bit of a cut in the rider’s education budget but it is one that we had anticipated and prepared for. We will continue to watch and make sure that they know that we are watching.

AMA is leading the initiative to get legislation repealed concerning the consumer protection law. Honda has relabeled the XR50 and now has their merchandise back on the floor. The XR50 is being marketed to thirteen year olds. The feds have said that they have a stay of enforcement meaning that they will not enforce the law however the OEMs are not comfortable with that.

The MRF hosted Bikers Inside the Beltway last month. Twenty states (including Indiana) were represented with 50 people. Congressman Ellsworth came out and visited with the group. Vice President of the MRF, Boz Kerr passed away. Jay will be fulfilling his position until September. Meeting of the Minds will be in Minnesota this year. Directors please contact the office if you would like to go. Our intent is to get back up to the one dollar per member donation to the MRF. Jay, Tina and Gino will crunch numbers post Boogie to see if this is something that would be feasible and bring it back to the board.

ITEM 6: The MSD report will be out soon. The installation of scooters into the training program is meeting our expectation.

The ABATE video should be in use at all training sites.

Brian Quackenbush was introduced as a new instructor.

The Indiana Criminal Justice Institute has purchased PSAs pertaining to motorcycle safety. Nicki Hayden, the World Champion Moto GP racer speaks about motorcycle safety and awareness in both radio and television markets. There is an impairment PSA that he taped that is not airing yet.

Mo discussed motorcycle pullovers and check points in his area. Targeted enforcement is legal. Single vehicle crashes are on the rise as is motorcycle accidents/fatalities involving impaired riders.

Indiana code (IC 9-19-7-2) states that if the highest point of your bar is more than 15” from the operators seated position you are in violation. State Police have recently stepped up enforcement on this law. Other laws were discussed. Let the office know if you have specifics in which individuals have been ticketed for handlebar height. In addition please let us know about fatal/serious motorcycle incidents.

ITEM 7: Jay thanked those that participated in the Miracle Ride. The event generated $360,000. There was a change in both the start and end location of the event. ABATE of Indiana was well represented. It took an hour and twenty minutes to get the bikes out of the lot and two and a half hours for the last bike to arrive at the ending location.

Teresa shared a complaint that an ABATE member in Region 01 submits photos for the Blessing of the Bikes which is not a Region 00 event. Jay advised her to get with Marc.

ITEM 8: The Red Bull Indianapolis GP Community is promoting “Ride to work day, Monday June 15th. This is event is also supported by ABATE, MRF, and the AMA.

ABATE has teamed up with Live Nation to conduct organized rides to three summer concerts, Toby Keith June 20th, Kid Rock July 11th, and Aerosmith August 30th. The organization will not incur any cash costs to be associated with these rides. Visit the website for more information. We are getting some free media exposure from the rides.

Friday, August 21st will be ABATE of Indiana Presents Motorcycle Day at the Indiana State Fair. Discussions on this are still taking place. We will have ABATE information available and if you show a current ABATE membership you will receive a discount. We will have more information on this at a later date. The State Fair will promote this at their expense.

American Legion Riders host the Legacy Run that starts in Indianapolis looping around several states. They have asked ABATE MSD to train their road captains. The Legion Riders Conference is July 11-12. This or the Round Table during the Motorcycle Expo would be a place to make contact with other organizations to try and work out scheduling conflicts. Discussion followed.

ABATE has been approached about the possibility of using LCRP for a concert in September. Jay will report more as it develops. Discussion followed.

Scotty asked about sanctioning a tiny tot’s track to take place during Pork Festival in Tipton. Brian talked about the event. Discussion followed.

Morris Kintner said he went on the Run to the Wall with Rolling Thunder. He stated that the ride had issues with the Indiana State Police. Jay stated that ISP has been very good about helping escort rides. ABATE will try to be proactive in 2010 and help Rolling Thunder get the contact information for Indiana State Police.

Bob Stoner went on record stating that Region 06 would like to protest the vote at the last BOD meeting concerning alcohol during BOD meetings. He made a motion to rescind the vote. Discussion followed. There was no second to his motion.

BOOGIE Meeting

Perry Township Fire Dept.- Max Perry stated that there are no issues inside the grounds. There have been very serious accidents outside the property and the congestion has been an issue.

Jay told Rick Thompson that on July 15th we’ll need to mow at midnight. Don DeKoker’s son should be mowing the field. Jay commended Rick for his work on the crossing.

Ron with the Port O Lets wants to work more on access to the units by Region 11/06 area. Units will be delivered by Saturday. A request for more Port O Lets along fence and in handicap area was made. A request was made that the units are set back a bit more from the roads as people open the doors into the road. A request was made for more blue water in the waterless toilets.

Dave Trapp-Road Kill Road Crew: getting some supplies donated. They will work on the wash out in the road on the hill and along the fence. He requested the front end loader for Monday am.
Joe is working on getting mulch for the walk way.

Herb Archer stated that the food vendors are full. Region 00 will be selling ice to vendors.

Mike Strode said he has applications out there but hasn’t gotten all of them back yet.

Debbie Archer stated that Gary Kenworthy will be selling products at the main gate. Region 08 will be getting the truck to her on the 11th. Debbie asked about getting Boogie radio piped through the big top. The TV in Products last year did not work.

There will be three ATMs-one up front, 2 under the big top. Stands will be needed for them.

Bruce Proctor needs a new trailer or something to hold equipment. He needs #10 gage wire and 100 ft heavy duty extension cords. The waterless toilets have been wired for power as has the handicap shelter. Joe stated that he found some containers that could be used as a storage unit for electrical supplies. Jay requested that all boxes are keyed alike and that the stage electrical panel is secured.

The generator fuel tank needs cleaned before we can use it also it has a hose for a 55 gal drum. Joe asked if we are still looking for a generator for the shuttle office. Jay stated that something is needed in that area. Joe will continue to watch for one.

Front gate power was discussed.
Scooby needs trench across road by the medic station near Region 08. Bruce needs stadium lights. There should be some in the barn.

Tina asked for early lists.

Region 00-Ice would like to have another platform in the bottoms and an extra cart for ice vending. Mike Seiler requested that the ice crew has their own radio channel.

Region 01-Lisa stated that things are good and that they want to come in on Tuesday. Discussion followed.

Region 02-Dave Frost said they had radio and battery issues last year. Discussed radio etiquette. He requested security at the front gate on Sunday morning. Golf carts were discussed.

Region 03-Scotty said things are OK.

Region 04-Jan said the hole shot intends to move to the field event area. She requested a pad for the generator, extending the walkway on down to the bottoms. Lights for the shower in the bottoms was discussed. Generator placement was discussed.

Check with Gary Williams on when the old shower house in the bottoms will be removed.

Handicap registration was discussed.

The big top will be set up on Saturday.

Region 05-Joe said that Razzles is buying trophies for the Bike show. They have $1000 in sponsors. Fuel was discussed for the generator and the tugs. Jan requested that Joe get with Chuc or Ron. Region 05 is working on the walkway from the RV Park to Goettigs Gulch.
Region 06-Needs shower supplies.

Region 07-Kenny said they are good to go. Region 07 supplies their own radios for the shuttles.

Region 08-absent

Region 09-Working check points at top and bottom of the hill, the memorial and day stage.

Region 10-Lenny requested two good radios and a golf cart.

Region 11-Chuck said they are ok.

Region 12-Dave said they are ready to go. Discussed prohibiting glass bottles.

Region 13-Arm wrestling will be in the Boogie Dome.

Mess tent-information on proposed menus and cost was distributed and discussed. Region 01 stated that their workers are not covered with the hours the mess tent is opened. Discussion followed. Region 13 said they will take over the mess tent as part of their duties.

CMA is good.

Frosty discussed signage at the top of the hill pertaining to “Keep to the Right” or “Be Aware” signs. Discussion followed.

Cleaning of golf carts was discussed.

BOD meeting in August is scheduled for Saturday the 22nd. Gary and Jay will both be out of the state at that time. August 14-15 are the dates for the ride with the Governor. Charity events take place in August. The last weekend is Moto GP. The board agreed to move the BOD meeting to 12:00pm on September 13th.

Motion 1: Lisa Gordon made a motion to approve the January and February 2009 financials. Dave Hawkins seconded the motion. All were in favor. Motion carried.
